Chrome displays colours correctly until I open a new tab in a new window. The colours display wrongly in the new tab.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome
2. Open new tab
3. Move tab to its own window

What is the expected behavior?
The colours should display as intended

What went wrong?
The colour of the interface, and browser content change colour.

Did this work before? Yes I'm not sure

Chrome version: Version 61.0.3163.91 (Official Build) (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: 

I tried turning off hardware acceleration and it didn't fix the issue. I've uninstalled chrome and reinstalled. I've removed all extensions, reinstalled flash. Updated my gpu drivers. Still the same issue. The first window opens fine but if I open another chrome window the colours mess up as shown in the image attached.
Internet explorer seems to load the same websites and images fine. So it doesn't seem to be a display issue from my monitors.

Unable to reproduce the issue on Win-10 using chrome reported version #61.0.3163.91 and latest canary #63.0.3218.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Started Chrome browser.
2. Opened new tab
3. Moved tab to its own window.
4. Observed that colors were displayed as intended and there was no color change.

Reporter@ - Could you please check this issue on latest canary #63.0.3218.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Unable to reproduce the issue on win 10 using chrome reported version #61.0.3163.91 and Stable #62.0.3202.94. Marking it as Wont Fix since there are no feedback from user more than a month.Feel free to raise a new issue if still facing.
