Re-enable CTS tests when possible on CTS bots

Issue description

Follow-up from our in-person discussion.

We have bots which continuously check the latest WebView implementation against our CTS tests (on L/M/N). Some of these tests have been disabled [1].

The correct procedure for dealing with these tests is not to leave them disabled, it is to resolve the CTS test in Android source code. In some cases, we did this (because Android yells at us otherwise), however we may have forgotten to re-enable the tests on our bots.

I'm going to go through and see which tests have been resolved, and re-enable fixed tests. I expect to get to this sometime next week.
