A11y: JAWS not reading skip links properly in Chrome on Windows

Issue description

Windows 10 Enterprise Version 10.0.14393 Build 14393.1593
Chrome 63.0.3216.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Chrome 60.0.3112.113 (Official Build) (64-bit) (cohort: Stable)
NVDA 2017.3
JAWS 2018.1708.29 Beta (64-bit)
JAWS 18.0.4104 (64-bit)
JAWS 17.0.2729 (64-bit)
Firefox 55.0.3 (64-bit)
Multiple monitors and one monitor (no difference) 

What steps will reproduce the problem?
# Load www.freedomscientific.com and JAWS screen reader under test. Focus is on the omnibox. Press tab upon loading the web site. If you let JAWS read continuously from the start of the page, this problem never happens. 

# Upon pressing tab, "Skip to Main content" link is highlighted by the blue website-rendered focus rectangle but is only read as "Freedom Scientific Link Graphic". This is incorrect behavior. 

# Tab forward three more times and listen. The second tab on the page reads "Freedom Scientific Link Graphic" as it moves from the skip link to the picture of the Freedom Scientific logo. The third tab will put focus in the search box and will read "SearchRegion Site Search Form Search Edit Type in text." The fourth tab will read "Search Button". All of these behaviors are correct. 

# Press shift + tab three times to navigate backwards through the tab order to arrive at the "Skip to Main content" link. Like before it is incorrectly read as "Freedom Scientific Link Graphic".

# Press tab three more times again and listen. The second tab on the page reads "Freedom Scientific Link Graphic" as it moves from the skip link to the picture of the Freedom Scientific logo. The third tab will put focus in the search box and will read "SearchRegion Site Search Form." The fourth tab will read "Freedom Scientific visited Link Graphic" which is incorrect since it is the Search button. All tabs after that read "Freedom Scientific visited Link Graphic" regardless of their contents.  


Here is a list of the combos that reproduce this incorrect behavior: 
JAWS 18 + Chrome Canary 
JAWS 18 + Chrome Stable 
JAWS 2018 Beta + Chrome Canary
JAWS 2018 Beta + Chrome Stable  

Here is a list of the combos that reproduce this incorrect behavior with these exceptions: on the first time through, the "Skip to Main content" link is read correctly the first time but the subsequent buttons and links are all incorrectly read as "Freedom Scientific visited Link Graphic" regardless of their contents: 
JAWS 17 + Chrome Canary 
JAWS 17 + Chrome Stable 

Here is a list of the combos that do not reproduce this incorrect behavior where everything works as expected:  
JAWS 18 + Firefox
JAWS 17 + Firefox
NVDA + Chrome Canary
NVDA + Chrome Stable

 
     

 
JAWS 2018 Beta + Firefox also does not repro the incorrect behavior. 
Just reproduced in 
Google Chrome	64.0.3249.2 (Official Build) canary (64-bit) (cohort: Clang-64)

This time, JAWS is not reading the elements at all. I use F6 to enter the page, then I press tab to see the Skip Links indication. Then, when I tab more times, some elements are not read at all including the Freedom Scientific logo, the Search button, and the Facebook logo.
