Scrolling bar displaying improperly after document.write changes page length

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1.  Load a short web page that doesn't require scrolling
2.  replace the page content using document.write to something longer than the screen
3. try to click on the right-hand scroll bar and notice it's not interacting properly 

What is the expected behavior?
Scrollbar expands/contracts to accommodate new content length

What went wrong?
Scrollbar doesn't appear to interact with mouse, although performs most of its normal functions

Thanks for your bug report and the test case - much appreciated! I think this has been fixed, at least in Chrome Canary 63.0.3218.0 - I was able to repro it in 60.0.3112.113 as well, but not in Canary.

Please reopen if you've tried this in Chrome Canary and it doesn't work for you still.
