Device in tablet mode, 'Autohide shelf' option is disabled

Google Chrome	62.0.3202.24 (Official Build) dev (32-bit)
Platform	9901.17.0 (Official Build) dev-channel caroline

Steps To Reproduce:
(1) Device in tablet mode, 'Autohide shelf' option is disabled.


Expected Result:
'Autohide shelf' option should be enabled and with this feature shelf becomes hidden.

Is shelf position disabling in tablet mode also WAI? Need to know so I don't waste time opening an issue.
