Disabled 'Reopen Closed Tab' Button on Initial Start

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. Close chrome sessions while 1 or more tabs are open 2. Start new chrome session 3. Right Click on the 'New Tab' button 4. [Notice 'Reopen Closed Tab' is disabled] 5. Use 'Reopen Closed Tab' hotkey, default CTRL+ALT+T 6. Notice that tabs from previous sessions are opened What is the expected behavior? I expect that a disabled UI button means the functionality is disabled. Instead, the hotkey still works. This is inconsistent. I think the UI button should be active. What went wrong? Button is disabled even though functionality works via hotkey. Did this work before? N/A Chrome version: 60.0.3112.113 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: 27.0.0.130 Chrome is awesome - you devs are the best!
