[TTS] Disable flaky test on phones.

The testPanelDismissedOnToggleFullscreen seems to be flaky occasionally
on phones, but seems to run pretty consistently on tablets.
Not sure why this is the case, so temporarily disabling on phones until
the underlying issue can be resolved.

Removing sheriff label because next task is to reenable the test, which is not a sheriff problem.

@donnd can you ptal at this flaky test as it reduces automated test coverage?

#testChainedSearchCreatesNewContent is still flaky on some bots. Should we consider disabling that one too?
