6.5% regression in media.tough_video_cases_tbmv2 at 501218:501254

Though this alert graph appears to revert a recent sequence of improvements and some noise, it does look like it's stabilized at a "worse" level than the middle of those improvements. Starting a bisect.

jgruber@, pinpoint (the new bisect tool for performance bisection) identified https://crrev.com/150fd5925497793ac421cdf951de8abec0e5cf04 as the source of this performance regression. Please investigate.

cc: crouleau@,dtu@ -- Caleb/Dave -note that pinpoint didn't automatically update/reassign this crbug. Is that a known issue? Also, dtu@ - note that the URL in #8 gives me a cert error (pinpoint.chromeperf... versus pointpoint-dot-chromeperf...; link in #3 works)

Thanks, the CL in #3 is a planned revert, memory regressions are expected. We're planning on enabling this permanently within the next weeks.
