Seems like a side effect of another failing test, "ServiceWorkerTest.UpdateWithoutSkipWaiting" ? The test doesn't fail in the most recent run https://build.chromium.org/p/chromium.win/builders/Win7%20Tests%20%28dbg%29%281%29/builds/63249

According to the flakiness dashboard https://test-results.appspot.com/dashboards/flakiness_dashboard.html#tests=NetInternalsTest.netInternalsTimelineViewNoEvents it did not fail since https://build.chromium.org/p/chromium.win/builders/Win7%20Tests%20(dbg)(1)/builds/63267 (this is green as well, there is just no data before this run). eroman@, mmenke@ please have a look and close if this is just one time flake.
