Open/Save dialog does not match Windows scaling preferences

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. Get a 4K monitor 2. Use the monitor's native resolution with recommended scaling (150% for 4K) 3. Open Chrome and try one of the following: 3a - Use Control+O to open a file 3b - Use Control+S to save the current page 3c - Try downloading a file on any website The same problem does not happen in other programs like Notepad so most likely this may be solved by updating libraries or updating a manifest XML file somewhere, like people used to do on Windows XP to get programs to use the XP theme :) What is the expected behavior? The dialogs render in 100% scaling even though the system is set to use 150% What went wrong? Very few people can use a computer on 4K monitor at 100%. I can't! Did this work before? N/A Chrome version: 60.0.3112.113 Channel: n/a OS Version: 10.0 Flash Version: Many Windows apps don't do this right. Notepad and Notepad++ do but Windows Snipping tool doesn't scale at all. That makes me believe this may be a manifest / library version issue but can be other stuff too.

Hello! Actually you don't need a 4K monitor in order to reproduce this. Just change scaling settings in Windows (up to 175% @ 1080p). I only mentioned I bought it to give some context but I see bugs everywhere, not just on Chromium. I'm not regretting it though: YouTube and games look very sharp.

Unable to reproduce the issue on the reported version 60.0.3112.113, on latest stable 61.0.3163.91 and on latest canary 63.0.3220.0 with the below mentioned steps on Windows 10. 1. From control panel, changed the scaling to 150% and 175% @ 1080p and re-signed-in to the desktop 2. Tried to hit Ctrl+O and Ctrl+S and also tried downloading a pdf file. 3. All the dialogs opened are of 150% scaled. Attaching screenshots for reference. @Reporter: Could you please let us know if we missed any steps and Could you please check this issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. @krajshree, I did as you suggested (restart computer just after changing the resolution) and things seem normal. Maybe it's a Windows problem after all but this is OK for me. Thanks!
