Enable Pixel Canvas by default for Linux

Issue description

Pixel canvas has been enabled by default on CrOS. It needs to be enabled on Linux as well.

Add pixel canvas feature flag to all desktop platforms.

We're eventually going to launch pixel canvas on Windows and Linux, so
the flag should be available on those platforms for testing. It will now
should up in about:flags.

The flag enable/disable is chrome://flags/#enable-pixel-canvas-recording

As per comment #5.Tested the issue on Linux Debian Rodete using chrome latest Canary M67-67.0.3386.0 by following steps mentioned in the comment #5. Observed that flag is displaying as expected. Hence adding TE-Verified label.
