Run kill_slow_queries against TKO |

Issue descriptionTKO had another connection spike on 09/14. If we had kill_slow_queries running, we could have at least seen what kind of queries were killing the database - maybe even avoiding the outage in the first place. + Chase-Pending to avoid P0 outages.
