Fullscreen Cutoff due to custom theme's

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3216.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Download a theme that isnt default Chrome
2. Go to a video
3. Click fullscreen

What is the expected behavior?
Top left will be the fullscreen cutoff.

What went wrong?
Fullscreen videos are showing a tiny part of the desktop

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes

Chrome version: 63.0.3216.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 27.0 r0

Woops the expected behavior is the full screen should not have a cut off. This works when you have the default chrome theme enabled...

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #63.0.3216.0 and latest canary #63.0.3218.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Downloaded a theme that wasn't a default Chrome.
2. Naviaged to www.youtube.com
3. Clicked fullscreen
4. Observed that full screen did not show a cut off as expected (comment #1)

masterchiefsparten9@ - Could you please check this issue on latest canary #63.0.3218.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Seems to be hardware specific issue according to comment#2 and comment#5, hence adding appropriate label and requesting respective team for help in further triaging
