Menu elements not displaying correctly on pixel

Issue description

Chrome Version       : 63.0.3214.0 Android developer build
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1)press on the menu next to the new tab button without any tabs opened.
(2)
(3)

What is the expected result?
See list of clickable items to select from, settings, incognito, new tab, etc.


What happens instead?
Menu shows up without text. Elements are clickable.


Please provide any additional information below. Attach a screenshot if
possible.

Thanks for filing the issue! Unable to reproduce the issue in Android. Able see the list of clickable items settings, incognito, new tab, etc.

Steps Followed:
1. Launched Browser
2. Navigated to crbug.com>>New Issue.
3. Clicked on menu icon 
Observed that list of menu icons are available and clickable.

Chrome versions tested:
#60.0.3112.116
#63.0.3214.0
#63.0.3219.0

OS:
Android 7.1.2

Android Devices:
7.1.2 Pixel XL Build/N2G48E

@damienr74: Could you please let me know if i have missed anything and if possible, please provide the more steps/screen cast of the issue which would help us to triage the issue further.

Good news, it started to be rendered!

There weren't really more steps, I never was able to see the menu item.

This morning, version 63.0.3219.0 was installed and the menu elements do
show up. So this bug can be closed.

Thanks for the help! Also, I just found out about canary, so I'll be sure
to try it on there first in the future.
