Searching for 'mail:to' causes Google search to get stuck

Reported by chrissys...@gmail.com, Sep 15 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. With Outlook 2016 open, open a new chrome browser window
2. Type 'mailto:' into the navbar and hit enter
3. A new email window opens in outlook
4. Close the email window and return to the open google homepage
5. Attempt to type into the search (in the browser window)
6. You are unable to type
7. Hit enter, a message appears 'please enter a URL'

What is the expected behavior?
searching mailto: would return search results on what a mailto link is, even if it is expected behavior to open a new mail message for me. I'd expect google searches to work behind the new mail message.

What went wrong?
I was searching for information on a mailto: link, I didnt want to open a new mail and didnt expect google search to stop working.

Did this work before? N/A

Chrome version: 61.0.3163.79 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Wasn't sure if this was an exploitable risk or just a UI whoopsie.
