Regression: Settings menu button disappears upon refreshing on Touch Device.

Issue description

Chrome Version:63.0.3216.0 (Official Build) c3592928ad6753206a00d98787a578cda6153570-refs/heads/master@{#502108}(64-bit)

OS: Windows(10 Touch device).

Steps to reproduce:
1. Launch chrome, go to chrome://settings, scroll down and refresh the page multiple times using finger-touch.
2. Observe.

Actual Result: Settings menu button disappears on refreshing.
Expected Result: Settings menu button should be seen upon refreshing.

This is Regression issue broken in 'M-62' and below is the per-revision bisect result:

Using the per-revision bisect providing the bisect results,
Good Build: 62.0.3173.0(Revision: 490803)
Bad Build: 62.0.3174.0(Revision: 491203)

You are probably looking for a change made after 491191 (known good), but no later than 491192 (first known bad).
