Tooltip scale incorrect on non primary screen

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3198.0 Safari/537.36 OPR/49.0.2711.0 (Edition developer)

Steps to reproduce the problem:
1. May need setup at least two monitor, the non primary one is 200% scale
2. Hover mouse on any control that can show a tooltip
3. Problem should reproduced, or see the attachment

What is the expected behavior?

What went wrong?
Tooltip and it's content is too small, i think it's not using right scale factor.

Did this work before? No 

Chrome version: 63.0.3215.0  Channel: canary

Tested this issue on Windows 10 with chrome Stable #61.0.3163.91, Canary #63.0.3219.0 with dual monitor setup.

Steps followed:
1. Launched chrome with argument "--force-device-scale-factor=2"
2. In dev-tools -> Console type "devicePixelRatio"
2. Navigated to "https://www.iana.org"
3. Hover mouse on any control that can show a tool-tip

Observed that tool-tip content is too small.

Note: Issue is observed on both primary and non-primary screens.

aivier.im@ Could you confirm this is the issue you are facing? or did i miss any steps while reproducing the scenario.
