New user wallpaper keeps changing subjected to other existing users

Issue description

Google Chrome	62.0.3202.23 (Official Build) dev (32-bit)
Platform	9901.16.0 (Official Build) dev-channel caroline

Steps To Reproduce:
(1) Precondition: 2 existing user
(2) Create a new user and sign in with this new user. Observe the wallpaper
(3) Sign out. Black screen seen on this new user pod.
(4) Click on other user pod A. A's wallpaper is seen behind.
(5) Now login with new user. A's wallpaper is seen.
(6) Again sign out. Black screen seen on this new user pod.
(7) Now click on other user pod B. B's wallpaper is seen behind. 
(8) Now login again with new user. B's wallpaper is seen.
(9) Once again step (6) observed.

Expected Result:
Default wallpaper must be loaded on new user sign. New user wallpaper should not change subjected to other existing users on the device.

Actual Result:
Wallpaper behavior for new user is strange.

Could not repro this issue on Tot.
version: 63.0.3222.0 (9919.0.0) dev-channel caroline.

Any ideas on why this might happen on 62 (or if it still happens on 62)?

This is marked as a beta blocker and we are planning to promote next week, so this needs to be resolved in the next couple days.

mkarkada@: Are you still able to repro this issue? 
Hi xdai, I could not reproduce this issue on M-63 (9995.0.0, 63.0.3229.0) as well as M-62 (9901.35.0, 62.0.3202.43).
I think this issue was related to loading wallpaper on the device, which eventually got fixed as part of Issue 760337.

Great. Thanks. I could not repro this either. So I think this should have been fixed.
