PDF when opened ,printed using save as PDF from Chrome loses it security

Reported by girikan...@gmail.com, Sep 15 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Try opening a secured PDF from Google Chrome Gmail client. This PDF should be restricted like cannot copy image, content, cannot print etc
2. Click print option
3. Save as PDf and open it all the security features are lost. You can pretty much do anything like copy image, text etc

What is the expected behavior?
Security feature should be not lost even when opened from Google Chrome

What went wrong?
Security feature is lost even when PDF's are opened from Google Chrome

Did this work before? N/A

Chrome version: 56.0.2924.87 Channel: n/a

Thanks for the report, but there doesn't seem to be a security bug here. Please see https://bugs.chromium.org/p/chromium/issues/detail?id=691948#c1
