A11y: ChromeBook unable to collapse more options button; button unlabeled

Issue description

ChromeOS Version 63.0.3212.0 (Official Build) canary (64-bit)  - with extension installed
ChromeOS Version 62.0.3198.0 (Official Build) dev (64-bit) - no extensions installed

What steps will reproduce the problem?
(1) Start ChromeVox with ctrl + alt + z 
(2) Tab to Omnibox, use linear navigation to navigate to customize and Control Google Chrome button

What is the expected result? Pressing enter collapses the button 

What happens instead? No keys collapse the button. Button is also unlabeled, ChromeVox reads "Chrome Button has pop up"

Did you try to press the Search+space shortcut? The label is "Chrome" so it is labelled.
- programmatic focus on this view (or its text) might not work. This might be a more generic issue
- as far as priorities, this is a nice to have

Closing this bug as Won'tFix since the Search + Space shortcut works and the button is indeed appearing as labeled.
