Bubbles eat Ctrl-W hotkey

Issue description

Ctrl-W closes a tab, unless that tab is showing a permission request popup. In that case the hotkey is ignored and the tab remains open. (I think Ctrl-Shift-W gets treated the same way.)

This seems broken.

Confirmed on Windows Chrome 63.3219 for both CTRL+W and CTRL+SHIFT+W. Notably ESC dismisses the prompt, which suggests that the bubble is taking keystrokes.
Repro:

Visit https://permission.site and click the "Location" button.

This issue is present for other bubbles too, e.g. PageInfo (click the lock), the Bookmark bubble (hit Ctrl+D). It's arguably more problematic for the permission bubble, as that one can be triggered by web content rather than a user-interaction.
