Updating password records a separate entry with empty username

Issue description

Chrome Version: 59.0.3071.134 (Official Build) (64-bit)

URLs: https://pypi.python.org/pypi

What steps will reproduce the problem?
1. Go to https://pypi.python.org/pypi, sign in to your account using saved password and username
2. "Your details" in top right, change password

What is the expected result?
It updates my existing password at passwords.google.com.

What happens instead?
I now have two entries, one with my correct username but old password, and one with no username and the new password.

I've noticed several other sites are offering to log in with "(No username)" lately too, perhaps due to this.

Could you do the following:

1) Delete the newly created partial credential.
2) Go to https://pypi.python.org/pypi and sign in if necessary.
3) Open chrome://password-manager-internals in a tab
4) Change your password
5) Attach the output of chrome://password-manager-internals to this bug?

Status: WontFix (was: Untriaged)
There seems to be no reaction to #1 after more than a month, so closing for now. Happy to reopen once there is more info to investigate.
