Enable PlzNavigate for WebView

See  issue 702785 .

We haven't yet tested PlzNavigate in WebView (WebView does not have finch). This has the potential to break apps.

In order to test PlzNavigate in real-world apps before launching 100%, we should release a beta build with PlzNavigate enabled.

We can enable this by adding the CLI switch during WebView startup.
