Reprobe qmi device on removal or qmi-proxy crash

Issue description

This allowed us to turn mbim-proxy back on so we should do the same thing for qmi devices. Unfortunately it's a little more involved because the device-removed signal isn't present there, but we can add that.
 
s/mbim-proxy/qmi-proxy/
I meant the parallel change to the mbim code allowed us to turn on mbim-proxy again.
