Reboot Loop after update on Lenovo N22

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36
Platform: REKS Lenovo N22

Steps to reproduce the problem:
1. Allow Chromebook to upgrade from 53.0.2785.154 to 59.0.3071.91
2. reboot computer while connected to wifi

What is the expected behavior?
ChromeOS loads, user sees login window, user logs in, uses chromebook

What went wrong?
when booting, If connected to wifi, the chromebook displays Chrome logo, then chromebook reboots. problem loops untile Chromebook is moved out of range of wifi.  See Video of failed units at: https://www.youtube.com/playlist?list=PLa5_piRgj55eQhu1Lro6tuheP7G6AGAVv

Have approx 2000 Lenovo N22 chromebooks in large school district.  Approx 200 are exhibiting problem.

Chromebooks that are running v53.0.2785.154 not exhibiting any problems.

Chromebooks running v59.0.3071.91. are looping at boot (see attached video).  If they are moved to a location where they disassociate from wifi during the boot cycle they may come up to a login screen.  If you login on a device and turn off wifi, it will allow you to move to the original location and reboot successfully.  After rebooting, as soon as wifi is turned back on the device reboots immediately and returns to the loop state.  Device was successfully managed when on v53.


First, sporadic reports were on 9/12 one day after devices were first connected to network after being handed out at our middle school. Devices were purchased in Dec. 2016, and enrolled in March/April 2017.  They were stored until start of school year deployment.  
9460.60.0 (Official Build) stable-channel reks
Wifi Card in this model is Intel AC 7265.  Using portal based Extreme Wifi with mix of 3825 and 3935 series APs running firmware 10.31.03.0012

Observing the same problem with Dell Chromebook 11 models 3120 and 3180. User turns on Chromebook, loads login screen, ChromeOS attempts wireless connection, crash. Repeat.

Seems like an obscure incompatibility with Extreme Wireless causing the panics, but they shouldn't be happening in the first place.

Rebooting the AP fixes the issue temporarily.
