[Windows/Views] Regression: The Divider is not centered between Chip and Omnibox text

Issue description

Chrome Version: Chrome 61 Stable
OS: Windows 7

What steps will reproduce the problem?
(1) go to https://www.google.com
(2) take a look at the divider between Chip and Omnibox text

What is the expected result?
The Divider should be centered between Chip and Omnibox text and the right edge of the hover-background should line up precisely with the divider.

What happens instead?
The divider is not centered.

estade@ thinks in issue  Issue 721741 , that this could be caused by crrev.com/bf7e0532e34476062226eab6

This seems to be fixed in latest Canary on Windows.
