PDF widgets are drawn on top of annotations |

Issue descriptionChrome Version: 62.x OS: Linux What steps will reproduce the problem? (1) Open http://www.thewebjockeys.com/TheWebJockeys/Fillable_PDF_Sample_from_TheWebJockeys_vC5.pdf (2) Hover over the first red key. What is the expected result? The pop up annotation should be drawn over everything else. What happens instead? The pop up annotation is drawn over the PDF text, but then the checkbox widgets are drawn on top of the annotation. The PDF Viewer probably need to draw elements in the right order.
