Application will not enable or even show up in the app list

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Device name:samsung galaxy S7 930
Android version:7.0
WebView version (from system settings -> Apps -> Android System WebView):it won't even show up in my app list but I just updated it in the play store

Please follow below steps to enable the WebView.

1. Navigate to Application Manager in your device
2. Disable the Chrome app
3. Click on menu which is having 3 dots on top right corner, click on show system
4. Observe Android System WebView

After disabling Chrome Android system webview was on the app list and it
said it was enabled and didn't give me a disabled option but it didn't have
any storage or memory usage and I haven't gone back to Google yet to see if
it's enabled as far as Google is concerned

When I go to the beta page in Google Play Store it still shows up as
disabled

You generally don't want to enable WebView on android 7+. If you want to test the beta version, you can install Chrome Beta and select that as the webview provider in the device-wide developer settings (you can also do the same with the dev or canary versions of chrome to get even newer versions for testing).

We merged webview into chrome to save update size; it's disabled by default to stop the play store wanting to update it unnecessarily.

Crome app disabled...why.....
