Use //build/android/diff_resource_sizes.py in diagnose_bloat.py

Added in https://chromium-review.googlesource.com/c/chromium/src/+/657460, the diff_resource_sizes.py duplicates the logic we have in diagnose_bloat.py to diff two resource_sizes results.

We should update diagnose_bloat.py to use this script.

Don't think we'll bother doing this anymore, both are working fine as-is and I don't foresee many changes to either usage.
