What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://extensions page.
2. Scroll down the page to it's bottom end and disable Google Sheets extension.
3. Now enable/disable the Google Sheets extension 3-4 times and observe the Extensions page.

Actual: On enabling/disabling the Google sheet extension, Content above the Google sheet extension move/shift, every time we have to move the mouse pointer for enabling/disabling the extension.

Expected: On enabling/disabling the Google sheet extension, Content below the Google sheet extension should move/shift and should be able to continuously enable/disable extension without moving the mouse pointer.

This is a regression issue, broken in M-56 series, below is manual regression range.

Good build: 56.0.2902.0
Bad build: 56.0.2903.0

You are probably looking for a change made after 428154 (known good), but no later than 428155 (first known bad).
