What steps will reproduce the problem?
1.Launch chrome, navigate to NTP and open devtools and run audit 
2.Now click on Performance section press tab key until first entry of metrics and observe 
3.Blue Focus ring  gets chopped from LHS in First meaningful paint

Actual: Blue Focus ring  gets chopped from LHS in First meaningful paint
Expected: Blue Focus ring  should not get chopped from LHS in First meaningful paint

This is a non-regression issue, seen from M-62 series
