Rietveld cannot commit to WebRTC after source-of-truth migration |

Issue descriptionYesterday WebRTC moved from https://chromium.googlesource.com/external/webrtc to https://webrtc.googlesource.com/src/ and things mostly work fine (including the new Gerrit instance), but all the old reviews/issues on https://codereview.webrtc.org/ are unable to be submitted via the Web UI. For example, even for a newly created review at https://codereview.webrtc.org/3013663002/ the commit-bot just says "Failed to commit the patch." `git cl land` works well through Gerrit though, as can be seen at https://codereview.webrtc.org/3005273002/

Fixed it! Just had to connect to the cq machine and update its local checkout of the repo.
