[MD Settings] Navigation issue observed on chrome://md-settings page.

Issue description

Chrome Version: 61.0.3163.91 (Official Build) 2f544949507dc5330b714cb017e3f584e791a1bf-refs/branch-heads/3163@{#1194} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and go to chrome://settings page.
2. Click to open 'Main menu' list and select 'Languages' option under 'Advanced' section.
3. Repeat the above step(Step-2) 3-4 times(it'll navigates to chrome://md-settings/languages page).
4. Now, click on browser back navigation button (beside omnibox) and observe.

Chrome://md-settings/languages doesn't navigate to chrome://settings page.
Chrome://md-settings/languages page should navigate to chrome://settings page.

This is a non-regression issue, seen form M-52 series.

This issue could probably be fixed by preventing the addition of identical history entries in the top of the stack.
