Time provided in commit view erroneous

When I go to https://chromiumdash-staging.googleplex.com/commits, I see dates like "1:10 PM" even though the current time is 11:30 AM (of the same day). I am currently using Central European Summer Time (In Germany) if it matters.

prasadv@, any KIs with timezones?  When I looked for commits from the reporter, I noted that the time shown here: https://chromiumdash-staging.googleplex.com/commit/dbfdd4f9e9741df0a541afdd7516a34304102ee8

(currently showing 7:10 PM for reference)
