Issue descriptionChrome Version:61.0.3163.91 (Official Build) 2f544949507dc5330b714cb017e3f584e791a1bf-refs/branch-heads/3163@{#1194}(32/64-bit) OS: Win(7,8,10), Linux(14.04 LTS) Mac(10.11.6, 10.12.3, 10.12.5). Steps to reproduce: 1.Launch Chrome, open devtools on NTP, switch to Emulation mode. 2.Select 'Nexus 5x' from responsive drop down, select zoom level to '100%' and select 'Show device frame' from wrench menu. 3.Dock devtools to bottom, drag devtools window to top and observe. Actual Result: Contents gets chopped on dragging devtools window to top. Expected Result: Contents should not get chopped on dragging devtools window to top. This is Non-Regression Issue seen form M-53.

This implementation is observed from M52 when 'Show Device Frame' feature was introduced in Devtools emulation mode under options list, by the following change: <https://chromium.googlesource.com/chromium/src/+log/52.0.2734.0..52.0.2735.0?pretty=fuller&n=10000> and hence is tagged as Non regression issue, removing bisect label
