1- Enable content suggestions

Steps to reproduce:

  1. Launch chrome
  2. Scroll down the content suggestions and tap on More link.
  3. Tap on “More” links till all the content suggestions are displayed.
  4. Remove all the content suggestions.

Observed results:
More link is not displayed for content suggestions.

Note : More link is displayed on opening a newtab

Expected results:
More link should be displayed on removing all the links.
