when system scaling is 175% and window is not Maximized, the avatar button twitches when moused over

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: Windows 10 v1703, 175% system scaling. When a Chrome window is not maximized and you open enough tabs, this moves the avatar button up slightly. I'm not sure if this is intentional or not, but when the avatar button is in this new higher position, it twitches when you hover the cursor over it What is the expected behavior? What went wrong? I've made 2 screenshots, 1 is with only 2 tabs open, in this case, the avatar button does not twitch when moused over. But when I open a 3rd tab, the avatar button moves up slightly, and when I hover the cursor over it, it twitches Did this work before? Tested the issue on latest stable 61.0.3163.79 and latest canary 63.0.3215.0 using Windows 10 and is reproducible with steps mentioned in comment#0 i.e when scaling is 175% on hovering on profile icon unwanted movement is seen and when 3-4 tabs are opened profile icon moves up Manual Bisect Info: =============== Good Build:60.0.3097.0 Bad Build:60.0.3098.0 Getting an error on doing perrevision bisect and chromium bisect hence assigning from manual changelog.
