Fall back to Android location provider on GMSCore connection error |

Issue descriptionI noticed that in LocationProviderGmsCore we do nothing but report the error when onConnectionFailed() is called. This could be leaving some users without any available location. We should instead fall back to using a LocationProviderAndroid. We should also collect UMA metrics about this.
