Status bar overlaps content in fullscreen mode on iPhoneX

URL: NTP 

Steps to reproduce:
  1. Launch app
  2. Open new tab and navigate to a webpage scroll down

Observed results:
Notice the content overlapping with iPhoneX status bar at the top.

Expected results:
The content should not overlap with iPhoneX status bar at the top.

These screenshots are from tip of tree build. Looks pretty good.

I think the change in UI may be due to a CL Justin landed - Justin is this correct? 

If so we can mark this as fixed.

Probably a duplicate of 766720, although 766720 only fixes the toolbar in the most common launch on portrait, use in portrait scenario.  Please mark as dup if that's acceptable.
