Issues running from a partition mounted on a folder

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2910.0 Safari/537.36

Example URL:
chrome://settings

Steps to reproduce the problem:
Create a partition on a disk
change drive letter and paths to remove the drive letter, and mount the partition on a folder only
Install/copy chromium to this folder, and then execute the program.

What is the expected behavior?
It should function as a normal browser.

What went wrong?
The browser has a dark gray background and will not load even internal URLS like chrome://settings or chrome://flags.  No URL will load.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes

I was setting up to continue development on a webVR application I've been developing for a while.  This is a new system, with a new setup from the prior one (had to reinstall and had changed how space is partitioned).
I have a SSD as my system drive (c:/).  I have a secondary 4TB HDD which I partitioned into 1TB sections and mounted in various places.  
1) c:/games
2) c:/users/Youzer
3) c:/users/youzer/Documents
4) f:/  (other scratch space)

I had installed the latest chromium build from https://webvr.info/developers/get-chrome/ (which is down now) https://chromium.googlesource.com/experimental/chromium/src/+/refs/wip/bajones/webvr_1_1
Which was a standalone zip so I could install it anywhere...
I tried setting --user-data-dir=c:\temp to put the data outside of the mounted partition; because I earlier ran into issues installing extensions ....

but just setting the data directory did not help; and I had to move the 'installed' version to a root drive.

I was looking for a zip install for canary chrome or chromium to test with a more official build; but could only find a auto installer.  I would have to mount a partition as c:/program Files (x86) to demonstrate the problem to be caused with that (which I'm not beyond doing).

Sounds like a problem enabling the sandbox. Looping in some sandbox/security folks.

yes, there is no current ability to install extensions if you are running from a reparse point e.g. mounted or UPD. This is bug 413889.

We are looking into easing this restriction in the future, perhaps only on latest versions of Windows where the attacks this was meant to defend against are mitigated by the OS.
