consider removing timer from TextSuggestionHostAndroid

Just not to forget about what I suggested in design doc,
Is it possible to not use suggestion menu timer and use gesture instead?
I wonder if that can remove IPC interactions between the two processes.
What do you think?

I don't think we ever figured out how we would cancel opening the menu in response to keyboard input immediately after the tap if we do this.

In the gesture provider, a tap gesture is recognized only after double tap timeout has passed. In the meantime, ET_GESTURE_TAP_UNCONFIRMED should be sent out.
At least that's what gesture_provider_unittest.cc tells us.

If so, I think the logic that does #1 can be contained in the renderer process.
