Screenshot feature not available for custom device viewport modes

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. Enable developer tools
2. Switch to a custom device viewport mode (one other than Responsive)
3. Try to access the Three Dot menu in order to get to the Screenshot feature

What is the expected behavior?
The Three Dot menu is present

What went wrong?
It's entirely unavailable

Thanks for the tip about the Command Menu. If you hadn't told me about it, is there a way that I could have discovered it other than reading the entire shortcut reference page at https://developers.google.com/web/tools/chrome-devtools/shortcuts?
