ContentBrowserTests-Viz: WebTestDelegate

WebTestDelegate has dependencies on:
  -  viz::SharedBitmapManager

This has a subclass: BlinkTestRunner

Find out how the Viz process split impacts this test, and update.

This is problematic as it grabs the SharedBitmapManager from the RenderThread, which will be tied to the viz/service impl.

Consider updating to use TestSharedBitmapManager

RenderThread is using the ClientSharedBitmapManager which is safe.
The other path is MockRenderThread which uses the safe testing one.

Status: WontFix (was: Untriaged)
The subclass BlinkTestRunner is used in layout tests, which will continue to use viz in process.
