[macOS] [Scrolling] Chrome needs a lot of swipes to reach the top/bottom of a long page

Issue description

Chrome Version: 63.0.3214.0  Canary
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) visit a long page e.g. https://www.apple.com/de/iphone-8/
(2) scroll to the bottom of the page
(3) now scroll with fast swipes back to the top of the page

What is the expected result?
I noticed, that Safari (as well as Firefox) has something like a "turbo-boost" after the third fast-long swipe, so that top of the page is much faster to reach.

What happens instead?
I have to scroll a lot of times to reach the top/bottom of the page.

We do have "fling-boosting" on Android, I assumed it applied to Mac but I guess maybe it doesn't - I don't have a Mac handy to try this out right now. This does seem like something we should do though.
