If Chrome runs in background, I am always prompted for the restore tabs dialog

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. Allow Chrome to run in the background
2. Close Chrome, Shutdown computer
3. Reopen chrome after restarting computer

What is the expected behavior?
Close correctly if its allowed to run in the background

What went wrong?
I have an extension called Join. It is used to connect to my phone. I have Chrome running in the background because of this. When I close Chrome, then restart my computer, and then open Chrome again, I am always prompted for a restore tabs dialog. Is this intended behavior? Even if I right click the Chrome indicator and close Chrome from running in the background, the same thing occurs.

Unable to reproduce on ubuntu 14.04, Mac 10.12.1, Win 7 with the reported version 60.0.3112.113 and latest Stable 61.0.3163.91 and latest
Canary 63.0.3215.0. by following steps mentioned in the original comment.

As chrome is prompted for restore tabs, could you please provide crash Id by navigating to chrome://crashes
If you do not see the crash Id, please share step by step details of closing Chrome from running in the background and whether the issue is reproducible when you are connected/disconnected to the phone via Join extension



Ok I have no crashes to report.

If I disable Join, the crash goes away. I don't think it is join specific, although I guess it could be. Join seems to be the only extension from what I have installed that gives me a Chrome indicator that sits in my panel. For reference, my phone is not connected to Join. The extension is free to download if you need to test it using the extension.

Is there anything else you would like me to try? I really want to find the root cause of this issue.

Tested the issue using Ubuntu 14.04 on 61.0.3163.79, latest stable 61.0.3163.91 and on latest canary 63.0.2016.0 by adding Join extension to chrome and sent some commands from browser to phone. Closed chrome and re-opened again. No crash is seen.

@Reporter: 1.Could you please check whether crash reporting is enabled or not by navigating to chrome://settings/privacy and enable "Automatically send usage statistics and crash reports to Google" and provide crash ids from chrome://crashes.
2.Also please check this issue by creating a fresh profile and adding only Join extension.
Yes I have enabled crash reporting and there are still no crashes to report.

I created a new user profile. The profile only has Join installed. I opened that profile, and then closed Chrome. I then restarted my computer. I opened Chrome and MY profile opened with the restore pages dialog on my profile even though join is on a new user profile.
