'Reopen closed tab' menu item is not enabled first time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Right-click on the title bar
2. The 'Reopen closed tab' menu item is not enabled
3. Right-click on the title bar again. This time 'Reopen closed tab' menu item is enabled.

What is the expected behavior?
The 'Reopen closed tab' item should be enabled on the very first right-click on the title bar.

What went wrong?
Required two right-clicks and is annoying.

Did this work before? No 

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: 10.0
Flash Version: 

This has been a long time issue.

Unable to reproduce on Win 7,ubuntu 14.04 and Mac 10.12.1 with the reported version 60.0.3112.113 and latest Stable 61.0.3163.91 and latest Canary 63.0.3215.0
Steps followed:
1. Create a New profile {(i), (ii)}
(i). Launch chrome>>Press Alt+E>>Settings)(ii).Under the section headed People, Click on link Manage other people>>Add person 
2. Welcome page opens>> Right click on the tab strip, reopened closed tab appears to be disable on context menu
3. Hit Esc to close context menu>> Click on New tab page >> again Right click on the tab strip, reopened tab appears to be disable on context menu
4. Hit Esc to close context menu>> Now close the New tab page >>  Right click on the tab strip, reopened closed tab appears to be Enabled

@Neeraj: Could you please re-try by following above mentioned steps on latest market available version 61.0.3163.79,if the issue still persist please revert back with details steps and your observation

For me it is the same. After 'Right Click' a second time on the title bar, the 'Reopen Closed Tab' works again.

What add-ons do you have installed?

 Issue 765797  has been merged into this issue.
neeraj.joshi.9@ Can you please follow the steps mentioned in comment #2 and update the thread with observations, which will help us in further triaging of the issue.

The issue still persists.
Only after I right click on the title bar second time, the 'Reopen Closed Tab' gets enabled.

The observation was made on 12/01/2017.
Chrome version info:
Version 62.0.3202.94 (Official Build) (64-bit)

Re-checked the issue on latest stable, still we are unable to see any issue i.e., in the very first click(right click) we are able to see the menu with out double clicking it.

@Reporter: Could you please check the same in the latest stable version and let us know the behaviour. Please find the below link to download the latest chrome versions.

This is still an issue for me. Following the steps in Comment 2 will not reproduce the issue as it right clicks before a tab has been opened and closed.

Steps to reproduce:
 1. Close out all Chrome windows(Important).
 2. Open Chrome.
 3. Without right clicking on the title bar(Important), open a new tab.
 4. Enter a web address, eg, www.google.com
 5. Close the tab.
 6. Right click on the title bar.
 7. Reopen tab button is greyed out.
These steps reliably reproduce the issue for me. It is possible to instead create a new profile so you don't have to close out everything. However, you must use the window that opens when you create a new profile.

If I right click the title bar before step 6, it is not greyed out. 
If I open a new instance of Chrome with one already open, it is not greyed out.
If I use a desktop shortcut to open a existing profile different from the one that is open, it is not greyed out.
If I create a new profile and use the resulting window, it is greyed out.
A dupe of this issue was logged as https://bugs.chromium.org/p/chromium/issues/detail?id=781037, I'm not sure how to close the extra bug.
