Resource files which injected in index file loads twice

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
This issue reproduce in our project when you load home page

What is the expected behavior?
js and css scripts must be requested once and files must go from memory or disk cache

What went wrong?
When our project runs all scripts which are injected in index.jsp file loads twice. first time browser gets file from memory cache and the second time from the server.

Hi All, Sorry for late answer.

I can't provide test environment since the application which I'm working on is in our company private cloud. 
We use JSP files and it seems like the problem might come from there. I also noticed the same issue in Atlassian Jira product. To reproduce the problem you can create jsp index file and deploy it to tomcat web app.

not FileAPI - maybe a network cache issue, but without a repro it's going to be very difficult to verify that it's not just something about the reporter's configuration (cache-control headers, etc)

Removing the Needs-Bisect label, as there is no repro to test the issue from TE-end.
Please feel free to add the same if repro steps are available to triage the issue.

One thing that may help is a netlog, please see https://dev.chromium.org/for-testers/providing-network-details for instructions --- though you might want to e-mail it rather than post it here since it's a private site.

We're currently working to troubleshoot the issue and I will let you know when it would be possible to provide you steps to reproduce the issue.

Closing this issue for now since without a net-internals or repro there's nothing that can be done on our side. Feel free to re-open if you're still having the issues and can provide some repro/logs.
