Config buildbucket for chromeos-release waterfall.

We need to create a buildbucket for scheduling builds on the chromeos-release waterfall, and configure the waterfall to use it.

This is required for converting the master/slave build groups to buildbucket.

It is also required if the Chrome builders will start scheduling Chrome PFQ builders for us, allowing the current convoluted system to be shutdown.
