Creating fullscreen window on macOS fails if current window is fullscreen

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36
Steps to reproduce the problem:
1. Use Chrome on macOS
2. Open an extension background page, set to fullscreen using OS
3. Run in console: chrome.windows.create({state:'fullscreen'})
What is the expected behavior?
A new window opens in full screen mode
What went wrong?
A new window opens in fullscreen, then reverts to a normal (non-fullscreen) window.
This happens when new window creation is triggered by an extension on a fullscreen non-background page.
Did this work before? N/A
Chrome version: 61.0.3163.79 Channel: canary
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 27.0 r0
Creating a fullscreen window from a normal window works fine.

Tested in chrome #61.0.3163.79 and canary #63.0.3215.0 on Mac 10.12.6 and able to reproduce the issue. Unable to provide the per revision bisect as not getting builds with below range.So providing the normal bisect.
