Issue description
Chrome Version: 60.0.3112.114/9592.94.0 Stable-channel Daisy,Candy and Minnie
OS: Chrome
What steps will reproduce the problem?
(1)Sign into User -> Download images or Take Screenshots using 'Ctrl+F5(Overview Mode Button)'
(2)Now go to Files App-> select image('Cancel selection','Open','Delete' options are seen) and observe Header part is selected Unnecessarily (Please refer video and Screenshot)
Expected: Unnecessarily Header part is selected while selecting images in files App
Actual: Instead Header part should not get selected
This is Regression Issue seen as same is working fine in M-55

Note : Issue is also seen on latest M-63

C#1 > While selecting Images in Files App(Using Ctrl+A) or selecting on Image In List view or Thumbnail View -> observe Immediately Header part is also Highlighted (Please refer 'OnSelectingImagesHeaderPartIsHighlighted' screenshot) i.e. we can see the blink. Attaching Expected Screenshot

As per comment # 2 checked issue on latest M-64 64.0.3270.0/10136.0.0 and able to reproduce the issue. Steps to reproduce: 1)Sign into User -> Download 30-40 images or Take Screenshots using 'Ctrl+F5(Overview Mode Button)' 2)Go to Files App-> Press 'Ctrl+A' to select all images in Files App(On selecting images 'Cancel selection','Open','Delete' options are seen at header part) 3)After Pressing 'Ctrl+A' immediately observe blink of Header part is selected Unnecessarily i.e. 'Cancel selection','Open','Delete' options are seen highlighted at header part. I couldn't reproduce this particular problem on m64 (buttons you've mentioned are gone from the app so not surprising). But I found some other short flashes of different buttons, e.g. "share" button when you select many files in Drive appears for a moment and then disappears, or "open" button disappears when files in the selection are of unknown type, etc. Not sure if that's animation delay or what, it's not very noticeable, but creates impression of some sluggishness and not polished experience.

The header is always blue now, so its hard to select it :) Will closing this issue WONTFIX, once I head from dats@ #11 dats@, "I found some other short flashes of different buttons", could you please file a separate issue about that please?
